Starter Image

Select a piece to work on.
First encircle it with the lasso tool.
Open your Tool Option Palette, set it to Point to Point Selection.
Go to Edit>Copy.
Go to Edit>Paste as New Layer, so it can be manipulated.
Apply effect and then go to Layers>Merge>Merge All.
Select the next piece to work on.

Forehead-Go to Effects>Texture Effects> Polished Stone.
Blur 23..Detail 145..Polishing 15.

Hair-Go to Effects>Artistic Effects>Straw-wall.
Blur 18..Density 10..Length 6..Width 40
Transparency 255..Angle 233

Left Eye-Go to Effects>Illumination Effects>Sunburst.
Default Setting
Density 25
Rays-Brightness 7
Circle-Brightness 7, 
Light Spot-Brightness 8..Horizontal 27..Vertical 17

Right Eye-Go to Effects>3D Effects>Inner Bevel..
..Width 8
Smoothness 100..Depth 13..Ambience-29  Shininess 0
Angle 315..Intensity 50..Elevation 30

You can see where the " nose" came from . 
Select it with the Lasso Tool
Copy and Paste as New Layer.
Use the Mover Tool to place it.
Used the soften tool on the edges.
Outer bevel on the outside.

Mustache and Chin Hair
Use the Lasso Tool to go around the dark areas in both places.
Use the same Straw-wall settings as on the hair.

The brownish outside, is the straw wall again.
Experiment with the settings.

The area inside of that-go to Effects>Geometric Effects>CurleyQ's

The "Jacket "-Go to Effects>Texture Effects>Chrome
Flaws 8..Brightness 100

The Breast Area-Select it and fill with the " Blue Fabric " pattern.
Opacity 40. 
Add an outer bevel.

The only addition to it, was the black Paint Brush marks to make the
neckline of the jacket defined at the neck. No colors were changed at
all, except whatever was changed by each filter when applying it.

With the exception of the head and breast area, the image was completed one step at a time, and mirror imaged (Image>Mirror) over to the other side.
