Been playing with the filters and tools and I came up with this sorta like crystal ball on the water 
 
The steps uses a little bit of everything from layering to masking to applying filters... just follow the settings. 
 
1. STRAW WALL: Blur=50 | Density=20 | Length=20 | Width=5 |  Transparency=50 | Color=#555555 | Angle=100
 
2. ROTATING MIRROR:  HO=0 | VO=0 | RA=0
3. KALEIDOSCOPE: HO=0 | VO=0 | RA=90 | SF=5 | NOP=3 | NOO=3 | RS=1
 
4. Make a circle selection about 2.5 inches diameter (depends how wide you want the circle, really) starting from the center: Selection Type=CIRCLE | Feather=0 | Antialias=CHECKED
 
5. SELECTION ==> Invert
 
6. SPIKY HALO: HO=0 | VO=100 | Radius=5 | Amp=4 | Frq=7
 
 

OPTIONAL STEP  (Go to step 7 if you don't wanna do this)
Add New Layer ==> FLOODFILL: Gradient=LINEAR | Colors=#C0C0C0/#000000 (gray/black) | Angle=180 | Repeat=0
 
MASK ==> New ==> From Image ==> Source Luminance: Invert mask data=UNCHECKED

 

 

7. SELECTION ==> Invert
 
8. LAYER ==> New Raster Layer ==> EFFECT ==> DROPSHADOW: Ver=16 | Hor=10 | Opacity=100 | Blur=60 | Color=#000000
 
9. LAYER ==> New Raster Layer: Properties=OVERLAY ==> EFFECT ==> CUTOUT: Ver=16 | Hor=1 | Opacity=80 | Blur=50 | Shadow color=#C0C0FF | Fill interior=UNCHECKED
 
10. LAYER ==> New Raster Layer : Properties=OVERLAY | Opacity=80 ==> EFFECT ==> CUTOUT: Ver=-16 | Hor=1 | Opacity=100 | Blur=50 | Shadow Color=#000000 | Fill interior=UNCHECKED
 
11. Merge layers.
 
12. BLINDS: Width=2 | Opacity=25 | Horizontal=CHECKED
